THE MOST SUCCESSFUL INTEGRATIONS OF POLICE AND FIRE DEPARTMENTS HAVE COME ABOUT OVER A PERIOD OF TIME AND HAVE OVERCOME THE ENTRENCHED OPPOSTION OF POLICE AND FIRE-FIGHTERS PROFESSIONAL GROUPS.
Abstract
THE PROGRAMS OF TWENTY CITIES IN THE U.S. AND CANADA ARE EXAMINED AND CLASSIFIED AS EITHER ATTEMPTS THAT HAVE FAILED, SUCCESSFUL INTEGRATION ATTEMPTS, OR INTEGRATION ATTEMPTS THAT DID NOT RESULT IN TRUE INTEGRATION (E.G. ONE PUBLICIZED ATTEMPT WAS IN REALITY ONLY A SHARING OF THE SAME BUILDING BY THE POLICE AND FIRE DEPARTMENTS). THE AUTHOR CONCLUDES THAT EACH JURISDICTION WILL HAVE TO DECIDE THIS INTEGRATION QUESTION ON THE BASIS OF ITS OWN PARTICULAR NEEDS. HOWEVER, IF A JURISDICTION OPTS FOR INTEGRATION IT WILL HAVE TO FIGHT PROFESSIONAL OPPOSITION.
