Submitting Substantial Implementation Materials to the SMART Office

This paper instructs State and tribal jurisdictions in the format for reporting to the U.S. Justice Department's Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering and Tracking (SMART Office) regarding a jurisdiction's progress in implementing the minimum standards for managing sex offenders under the Federal Sex Offender Registration and Notification Act (SORNA).
The SMART Office format for a complete substantial implementation package requires the submission of many documents. The SMART Office recommends that this information be contained in a binder with a table of contents that references the materials included. In addition, the "Substantial Implementation Checklist" should be included with references to where in the binder or specific section a component can be found. If possible, submit statutes, codes, policy and procedures manuals, and electronic forms (disc, thumb drive, or email) are helpful for quickly submitting comments.
