The SMART Office recommends that this information be contained in a binder with a table of contents that references the materials included. In addition, the "Substantial Implementation Checklist" should be included with references to where in the binder or specific section a component can be found. If possible, submit statutes, codes, policy and procedures manuals, and electronic forms (disc, thumb drive, or email) are helpful for quickly submitting comments.
