              This manual presents step-by-step guidelines for establishing a program to prevent, suppress, and intervene in drug abuse in a school and community by addressing both the demand and supply sides of the drug problem.
          Abstract
              The manual also describes programs developed, implemented, or expanded as part of California's program, "Suppression of Drug Abuse in Schools." The planning guidelines explain how to involve law enforcement and the community, work with multicultural groups, and work with specialized treatment programs. They also detail how to establish a community base of support, form a community advisory committee, identify specific problems and target groups, set reasonable priorities and objectives, and maintain community involvement. Information is also provided on finding funding source, developing a school drug policy, evaluating a program, and addressing multicultural issues.  Program materials; descriptions of 17 California programs; lists of national, state, and local organizations; list of sources of printed materials; Assessment tools; and annotated list of 11 reports on substance abuse are included.
