THE ESSENTIAL PURPOSES OF THE SYSTEM WERE TO DEFINE THE ROLES AND RESPONSIBILITIES OF THE REGIONAL OFFICE STAFFS, AND TO PROVIDE A FRAMEWORK FOR ASSESSING AND EVALUATING REGIONAL OPERATIONS.
Abstract
THE TWO BASIC ELEMENTS OF THE SYSTEM ARE A DEFINITION OF THE RESPONSIBILITIES AND ACTIVITIES ASSOCIATED WITH THE OPERATIONS OF THE REGIONAL OFFICES AND A DESIGNATION OF THE INDICATORS OF ACCEPTABLE PERFORMANCE OF THE RESPONSIBILITIES IDENTIFIED. THIS REPORT DESCRIBES EACH OF THESE ELEMENTS IN DETAIL. ALSO INCLUDED IS A DISCUSSION OF WHETHER IT IS REASONABLE TO EXPECT THAT ALL RESPONSIBILITIES CAN BE ACHIEVED, GIVEN EXISTING LEVELS OF STAFF. APPENDED MATERIALS INCLUDE MEMORANDA SUMMARIZING REGIONAL OFFICE ON-SITE VISITS AND TIME/ACTIVITY DATA GATHERING MATERIALS.
