The California Commission on Peace Officer Standards and Training and the California Department of Justice prepared this manual to specify the required minimum level of training for law enforcement personnel who have access to or input into the Criminal Justice Information System (CJIS) or the National Crime Information Center (NCIC), as maintained through the California Law Enforcement Telecommunications System (CLETS).
Abstract
Training criteria and standards are stipulated in relation to CLETS, and a chart of the CLETS communication network is provided. The telecommunications course outline covers access to information systems and messages contained in CLETS, as well as automated features of CJIS that focus on wanted persons, restraining orders, supervised release, missing or unidentified persons, stolen vehicles, firearms, and criminal histories. The course outline also encompasses data maintained by the California Department of Motor Vehicles, the National Law Enforcement Telecommunications System, and NCIC. Training requirements for personnel who update records in CJIS or NCIC and Oregon's law enforcement data system are described.
