INFORMATION COLLECTED DURING THE PRELIMINARY PHASE OF THE PLANNING AND DEVELOPMENT OF A REGION CORRECTIONAL SYSTEM, OFFERRING A DESCRIPTION OF STATE PLANNING REGION 21 AND SPECIFIC PROGRAM RECOMMENDATIONS FOR THE REGION.
Abstract
A SUMMARY OF MAJOR FINDINGS ON THIS REGION IS PROVIDED. UTILIZATION OF PRE-TRIAL DIVERSION PROGRAMS, COURT AIDS SUCH AS PRE-SENTENCE INVESTIGATIONS OR COURT VOLUNTEERS, BASIC PROGRAMS IN JAILS, AND COORDINATION OF LOCAL COMMUNITY SERVICE ORGANIZATIONS WERE FOUND TO BE INADEQUATE. JAIL CONDITIONS WERE REPORTED TO BE POOR, WHILE LOCAL JAIL MANAGEMENT WAS FOUND TO INVOLVE EXTENSIVE DUPLICATION. TWO MODELS FOR CORRECTIONAL SYSTEMS ARE GIVEN, FOR CENTRALIZED AND DECENTRALIZED CORRECTIONS. SPECIFIC RECOMMENDATIONS CONCERNING SUCH FACTORS AS COST ACCOUNTING, CENTRAL ADMINISTRATION OF JAILS, RENOVATION OF SELECTED JAILS, INSTITUTION OF AN ALCOHOLISM TREATMENT PROGRAM AND THE USE OF A REGIONAL CORRECTIONAL CENTER ARE INCLUDED. A DESCRIPTION OF THE PLANNING REGION IS GIVEN, INCLUDING ITS PHYSIOGRAPHY, DEMOGRAPHY, ECONOMY, AND EMPLOYMENT. THE APPENDIXES INCLUDE A DATA ANALYSIS OF CRIMINAL JUSTICE SYSTEMS, JAIL FACILITY AND COMPARATIVE INMATE DATA, A SOCIAL SERVICES DIRECTORY AND A DATA ANALYSIS OF PSYSIOLOGICAL AND PSYCHIATRIC HEALTH CARE COMPONENTS.
