Abstract
The policy's goal is prevention and rehabilitation rather than termination. It rests on the view that illegal drug use is a threat to the public safety and welfare as well as to police personnel. Its negative impacts on job performance result from drug-related crimes committed by police personnel, the ease of discrediting drug-abusing employees who are witnesses in court cases, harm to agency morale, loss of public trust, and safety and liability issues. Therefore, employees in certain units may be tested for illegal drug usage once each calendar year, and any employee may be tested based on reasonable suspicion.
