Abstract
THE GUIDELINES PRESENTED PROVIDE INSTRUCTIONS ON PREVENTIVE ACTIONS, ANALYSIS OF SITUATION, INITIAL ACTIONS, AND OVERALL MOBILIZATION ACTIVITIES IN RESPONSE TO SPECIFIC EMERGENCY SITUATIONS. AMONG THE SITUATIONS COVERED ARE: CIVIL DISORDERS, EXPLOSIONS AND LARGE FIRES, NATURAL DISASTERS, AND PLANE CRASHES. EMERGENCY COMMUNICATION SCHEMES UTILIZING RADIO AND TELEVISION STATIONS ARE DESCRIBED AND A CHRONOLOGICAL LISTING OF TYPICAL GENERAL REACTIONS TO ANY EMERGENCY IS PROVIDED. THE SPECIFIC EMERGENCY DUTIES IN EACH FUNCTION OF THE TOPEKA, KANSAS POLICE FORCE ARE SHOWN IN MATRIX FORM.
