Abstract
THE PHILADELPHIA POLICE DEPARTMENT IS IN THE PROGRESS OF IMPLEMENTING A CLOSED-CIRCUIT TELEVISION (CCTV) NET LINKING HEADQUARTERS WITH ALL DETECTIVE DIVISION STATIONHOUSES AND SELECTED SPECIAL UNITS. THIS IS AN INTERACTIVE NET ENABLING TWO-WAY AUDIO AND VISUAL COMMUNICATION. THE LEGAL COUNSELING SERVICE PROVIDES LEGAL ADVICE TO POLICE DETECTIVE DIVISION STATIONHOUSES ON ARREST, SEARCH AND SEIZURE PROCEDURES, AND SCREENING OUT POOR QUALITY CASES. THIS PAPER DESCRIBES THE ADVANTAGES OF CCTV, ALTERNATIVES TO CCTV, THE PHILADELPHIA POLICE CABLE NET, AND THE CCTV OPERATING PLAN.
