Abstract
THE ANALYSIS AND PLANNING CONSIDERATIONS NECESSARY TO LAY THE GROUNDWORK FOR IMPLEMENTATION OF RECOMMENDED STANDARDS AND GOALS ARE IDENTIFIED AND SUMMARIZED. THE BENEFITS TO BE GAINED BY USING THE SUGGESTED PROCESS ARE STATED TO INCLUDE THE CREATION OF A BASE FOR FUTURE DECISIONMAKING, THE IDENTIFICATION OF MEASURABLE GOALS AND OBJECTIVES, AND THE ESTABLISHMENT OF PRELIMINARY BUDGETARY PROJECTIONS.
