ANTICIPATED IMPROVEMENTS AND NECESSARY EXPENDITURES FOR THE STATE OF UTAH'S CRIMINAL JUSTICE SYSTEM, AS SUBMITTED FOR LEAA FUNDING ASSISTANCE IN 1979, ARE PRESENTED.
Abstract
THE 1979 ANNUAL PLAN ALLOCATES $3,463,000 FOR PROGRAMS TO IMPROVE UTAH'S CRIMINAL JUSTICE SYSTEM. FUNDING SOURCES INCLUDE LEAA AND THE COUNCIL ON CRIMINAL JUSTICE ADMINISTRATION. THE $3.5 MILLION IS TO BE USED FOR 17 MAJOR PROGRAMS WITH THESE BREAKDOWNS: COMMUNITY CRIME PREVENTION, 5 PERCENT; POLICE, 15 PERCENT; COURTS AND PROSECUTION, 16 PERCENT; ADULT CORRECTIONS, 15 PERCENT; JUVENILE JUSTICE, 47 PERCENT; AND TECHNICAL ASSISTANCE, 2 PERCENT. SEVERAL PROGRAM OBJECTIVES FOR 1979 HAVE BEEN IDENTIFIED. FIRST, $334,000 HAS BEEN ALLOCATED FOR THE POLICE FUNCTION; INTERJURISDICTIONAL COOPERATION, DEPARTMENT REORGANIZATION, CRIME SCENE INVESTIGATION, AND RECORD SYSTEM WILL BE IMPROVED. SECOND, $135,000 HAS BEEN ALLOCATED FOR THE STATEWIDE ASSOCIATION OF PROSECUTORS AND ASSISTANCE TO LOCAL COUNTY ATTORNEYS. THIRD, THE $182,000 ALLOCATION FOR THE COURTS WILL BE USED FOR CIRCUIT COURT IMPLEMENTATION, TRIAL COURT EXECUTIVES, AUTOMATED TRANSCRIPTION, AND DEVELOPMENT OF A NONJUDICIAL PERSONNEL SYSTEM. FOURTH, COMMUNITY CRIME PREVENTION EFFORTS WILL INCLUDE LAW-RELATED EDUCATION AND VICTIM ASSISTANCE EFFORTS. FIFTH, JUVENILE PREVENTION AND DIVERSION EFFORTS WILL FOCUS ON POLICE YOUTH BUREAUS AND YOUTH SERVICE BUREAUS AT THE PRICE OF $587,000. REMAINING ALLOCATIONS AND PROGRAM DESCRIPTIONS ARE PROVIDED.
