SUMMARY AND RESULTS OF A STUDY WHICH EXPLORED WAYS IN WHICH MODERN TECHNOLOGY MIGHT BE UTILIZED IN THE PAROLE DECISION-MAKING PROCESS.
Abstract
THE UNITED STATES BOARD OF PAROLE WORKED IN CLOSE COLLABORATION WITH RESEARCH WORKERS OF THE NATIONAL COUNCIL ON CRIME AND DELINQUENCY TO EXPLORE WAYS IN WHICH TECHNOLOGY MIGHT BE UTILIZED IN THEIR DECISIONMAKING PROCESS. THIS REPORT SUMMARIZES THAT EFFORT, ITS RESULTS, AND THE SUPPLEMENTAL REPORTS ON VARIOUS SEPARATE BUT INTERRELATED STUDIES. THE PURPOSE OF THIS STUDY WAS TO DEVELOP, TEST, AND DEMOSTRATE PROGRAMS OF IMPROVED INFORMATION FOR PAROLE DECISIONMAKING. GENERAL OBJECTIVES WERE TO PROVIDE OBJECTIVE, RELEVANT INFORMATION FOR INDIVIDUAL CASE DECISIONS, TO SUMMARIZE EXPERIENCE WITH PAROLE, AS AN AID TO IMPROVED POLICY DECISIONS, AND TO AID PAROLING AUTHORITIES IN MORE MORE RATIONAL DECISION-MAKING FOR INCREASED EFFECTIVENESS OF PRISON RELEASE PRICEDURES. SINCE THE PROMPT AVAILABILITY OF INFORMATION WAS THOUGHT TO BE A POSSIBLE REQUIREMENT, THE USE OF AN ON-LINE COMPUTERIZED SYSTEM FOR RETRIEVAL AND ANALYSIS OF INFORMATION FOR DECISIONS WAS EXPLORED. THE RESULTS OF THIS RESEARCH INCLUDES A DEFINITION OF PAROLE OBJECTIVES AND INFORMATION NEEDS, A DESCRIPTION OF PAROLING DECISIONS, THE TESTING OF RELATIONS BETWEEN INFORMATION AVAILABLE FOR PAROLE DECISIONS AND THE OUTCOME TO THOSE DECISIONS (WHETHER PERSONS ARE PAROLED, MANDATORILY RELEASED, OR DISCHARGED), THE EVALUATION OF NEW PROCEDURES, AND THE DISSEMINATION OF RESULTS TO PAROLE SYSTEMS IN THE UNITED STATES. THE FINAL REPORT IS A SERIES OF SUPPLEMENTAL MONOGRAPHS. THERE ARE THIRTEEN VOLUMES PLUS THIS SUMMARY VOLUME. (SNI ABSTRACT)
