This fiscal year (FY) 2019 Data Analysis Report for the Victim Assistance Formula Grant Program mandated under the federal Victims of Crime Act (VOCA) covers number of grantees, grant amounts, number of crime victims receiving services, service provider characteristics, training and coordination activities, victim demographics, victimization types, direct services, and notable trends and emerging issues.
In FY 2019, just over $3.3 billion was allocated to the VOCA Victims Assistance Formula Grant program. A total of 56 grantees funded 11,303 subawards (a 13-percent increase from 2018) to 6,837 subgrantee organizations (6-percent increase from 2018). In 2019, there were 13,817,598 total victims, including new and returning individuals, who received direct services and 4,496, 832 anonymous contacts served through hotline calls or online chats. A total of 7,029,181 individuals identified as new clients served throughout the year, a 14-percent increase from FY 2018. Grantees noted several trends and emerging issues during FY 2019. These included limited housing options for victims, barriers to victim access to transportation and culturally appropriate services, victims presenting with substance abuse or mental health issues, and expanding services for victims of human trafficking and older victims. This report’s data and information can be used by victim-serving groups to understand victim demographics and needs, gaps in victim services, and where efficiency and effectiveness in allocating victim resources can be improved.
