Abstract
TOPICS COVERED INCLUDE ADMINISTRATIVE PROCEDURES FOR AUTHORIZING THE USE OF FORCE, PROCEDURES FOR THE USE OF FORCE IN VARIOUSLY DEFINED CIRCUMSTANCES, AND SANCTIONS AGAINST THE MISUSE OF FORCE BY OFFICIALS AND OFFICERS. THE PRINCIPLES OF THE CODE ARE DISCUSSED RELATIVE TO THE 1948 UNITED NATIONS HUMAN RIGHTS CONVENTION, THE 1950 EUROPEAN CONVENTION ON THE PROTECTION OF HUMAN RIGHTS AND BASIC FREEDOMS, THE WEST GERMAN CONSTITUTION, AND OTHER WEST GERMAN CIVIL RIGHTS LEGISLATION.
