This futures study examines the management of excessive force in a California law enforcement situation.
Abstract
The study includes a futures analysis of the management of police use of excessive force in small or medium-sized agencies by the year 2001, a strategic plan for the City of Rocklin, a transitions management plan, and conclusions and recommendations. Trends used to forecast the future include legislation that regulates police use of force, civilian review boards, training in the use of force, and tracking citizen complaints of excessive force. High probability events that might impact the issue are identified as civil unrest in a major American city, the establishment of a State/Federal review board, and mandates for the monitoring of police. Policy recommendations include training in the use of force, training in alternatives to force, and the development of a tracking system for complaints of excessive force. The strategic plan includes generic concepts and implementation systems. The transition plan presents a structure and technologies to manage the subsequent transition.
