THIS ORGANIZATION AND MANAGEMENT REPORT, DATED JUNE 1975, DETAILS MAJOR PROBLEM AREAS AND PROVIDES RECOMMENDED COURSES OF ACTION FOR THE 21-MAN POLICE DEPARTMENT OF WINSTED, CONNECTICUT.
Abstract
THE TECHNICAL ASSISTANCE EFFORT WAS UNDERTAKEN TO DEFINE THE INTERNAL PROBLEMS CAUSING LOW MORALE WITHIN THE DEPARTMENT, TO STUDY RESOURCE ALLOCATIONS, AND TO ANALYZE THE EFFECTIVENESS OF THE ORGANIZATIONAL STRUCTURE, WORK SCHEDULE, AND MANPOWER DEPLOYMENT. AMONG THE MAJOR PROBLEM AREAS DISCUSSED IN THE REPORT ARE THE GOALS AND OBJECTIVES OF THE DEPARTMENT, CRIME PREVENTION EFFORTS, DEPARTMENTAL ORGANIZATION, MANAGEMENT AND ADMINISTRATION, PERSONNEL ADMINISTRATION, RECORDS, COMMUNICATIONS, FACILITIES, PATROL OPERATIONS, AND DETECTIVE AND YOUTH OPERATIONS. THE RECOMMENDED COURSES OF ACTION DISCUSSED IN THIS REPORT INCLUDE THE APPOINTMENT OF A NEW POLICE CHIEF, THE IMPLEMENTATION OF A NEW ORGANIZATIONAL PATTERN, THE ORGANIZATION OF A CRIME DATA COLLECTION PROJECT BASED ON UNIFORM CRIME REPORTING CATEGORIES, AND REVISION OF SUCH AREAS AS THE STANDARD OPERATING PROCEDURES, INTERNAL DISCIPLINARY PROCEDURES, DEFINITIONS OF PERSONNEL DUTIES, POLICE FACILITIES, AND RECORDS MANAGEMENT.
