This report describes the features and operation of the Wisconsin Justice Information Sharing (WIJIS) program, whose goal is to assist justice agencies in making the most information available to the right person at the right time, so that the best decision can be made in protecting citizens' rights and public safety.
The WIJIS's Justice Gateway is an interface through which multiple local and State record-management systems data can be accessed. The Justice Gateway is a Web-based search tool that gives authorized law enforcement professionals a single point of read-only access to justice-related records stored by local and State agencies in separate data systems. Launched in February 2007, the Justice Gateway has 5,015 users from 406 law enforcement agencies. A total of 7.8 million records contributed by 168 local law enforcement agencies, 69 district attorney offices, 72 county circuit courts, and State agency data sources are accessible through the Justice Gateway. Prior to the introduction of the Justice Gateway, individual pieces of criminal justice data ("dots") were available, but there was no way to connect them. The Justice Gateway is the only method currently available for local law enforcement agencies to submit information to Federal data-sharing projects. The WIJIS's Justice Workflow Engine improves the efficiency and accuracy of criminal justice records by facilitating the flow of electronic information, such as traffic citations, warrants, restraining orders, and no-contact orders across multiple justice agencies. It eliminates the need for duplicate data entry, thereby reducing errors, reducing processing times, and decreasing the resources and costs required to enter redundant information.
