This compendium includes alcoholic beverage control laws relating to youth from all 50 States and the District of Columbia.
Abstract
The report was prepared by the Department of Health and Human Services, Office of the Inspector General, as part of an effort to reduce the prevalence of alcohol problems among children and youth. According to national surveys, nearly 90 percent of all high school seniors have drunk alcohol at least once, and nearly one-third experienced a binge of 5 or more drinks within the 2 weeks prior to giving their survey responses. States have passed unique liquor laws relating to youth which may or may not address sales to minors, purchase, possession, consumption, and misrepresentation of age. The matrices presented in this compendium provide an overview of major State laws and loopholes related to minors and alcoholic beverages, penalties associated with violating these laws, and issues relating to the distribution, sale, and regulation of alcoholic beverages.
