THE REPORT OUTLINES THE NATURE AND EXTENT OF JUVENILE DELINQUENCY, EXPLAINS THE NEW NATIONAL STRATEGY FOR DEALING WITH YOUTH PROBLEMS, AND DESCRIBES 1938-70 PROGRAM ACTIVITIES OF FEDERAL AGENCIES AND DEPARTMENTS.
Abstract
THE NEW NATIONAL PROGRAM STRATEGY IS INTENDED TO FULFILL A NEED FOR LEADERSHIP AND NEW DIRECTION IN PREVENTING AND TREATING JUVENILE DELINQUENCY AND RELATED YOUTH PROBLEMS. AS SUCH, IT WILL INCLUDE DEVELOPMENT OF MODEL SYSTEMS, NEW TECHNIQUES AND PRACTICES, AN EXPANDED PROGRAM OF TECHNICAL ASSISTANCE, AND PROGRAM INFORMATION DISSEMINATION. THE REPORT PRESENTS AN ANALYSIS OF THE DISTRIBUTION OF FEDERAL FUNDS AMONG AGENCIES DEALING WITH DELINQUENCY PREVENTION AND REHABILITATION. ACTIVITIES OF THE FOLLOWING AGENCIES ARE MENTIONED: DEPARTMENT OF HEALTH, EDUCATION AND WELFARE, DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, DEPARTMENT OF JUSTICE, DEPARTMENT OF AGRICULTURE, DEPARTMENT OF LABOR, OFFICE OF ECONOMIC OPPORTUNITY, PRESIDENT'S COUNCIL ON PHYSICAL FITNESS AND SPORTS, PRESIDENT'S COUNCIL ON YOUTH OPPORTUNITIES, AND THE WHITE HOUSE CONFERENCE ON CHILDREN AND YOUTH.
