The Bulletproof Vest Partnership Program's Catalog of Federal Domestic Assistance (CFDA) number of 16.607. In accordance with the program's statutory language, BVP makes "grants" to jurisdictions to purchase vests; however, these grants come only after the jurisdiction has purchased and is seeking reimbursement or payment for up to half the cost of eligible vests. In that respect, BVP is more like a payment program. Additionally, other grant-related requirements and restrictions do not apply. This includes the issue of supplanting (does not apply to BVP funds), the filing of progress and financial reports (not required), the issuance of standard grant documents (not provided), etc.
