Applicants
Applicants are encouraged to review the following information when completing their application. Each solicitation requires applicants to respond with a detailed description of how the required performance data will be collected.
What is a performance measurement?
Performance measurement is the regular collection of data to assess whether the correct processes are being performed and desired results are being achieved. It is a way for you to know how your grant is progressing in meeting its goals and objectives as outlined in your application.
Why does OJP require grantees to submit performance data?
To demonstrate program progress and success, as well as assist the Department with fulfilling its responsibilities under the Government Performance and Results Act of 1993 (GPRA), Public Law 103-62; the GPRA Modernization Act of 2010, Public Law 111-352; and the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, 2 CFR 200.328, applicants that receive funding from OJP must provide regular performance data that measures the results of the work done under the solicitation.
Where can I find my program's performance measures?
Performance measures for individual programs can be found through a link in the solicitation or in the performance measures table in the solicitation's appendix. Solicitations are available on the Current Funding Opportunities page. Grant programs that report in the Performance Measurement Tool (PMT) or Data Collection and Technical Assistance Tool (DCTAT) can also get copies of their performance measures once signed into the tool.
How should I plan to collect and report performance data?
Your plan for collecting and reporting performance data starts with a detailed knowledge of the questions OJP will be asking you to report on. Your first step should be to review the program's performance measures, focusing on what numbers, narrative, or other data you will need to collect to answer the questions. Once you understand what data you will need, you can formulate a plan for how your organization will be able to collect these data. This can include using a case management system, spreadsheet, or other method of capturing data. The final step is to determine who will report these data to OJP and how they will collect, aggregate, and report the required data.
How do I get access to the PMT or DCTAT?
You will receive an email approximately one week before your first reporting period opens with instructions for how to log in and create your account in the appropriate tool. If you already have an account, your new award will appear in the tool once the first reporting period opens. If you have not received this email, please contact the appropriate help desk to request access.
Grantees
Grantees are required to submit regular performance data to OJP through one of the following reporting tools:

Trafficking Information Management System (TIMS) | OVC (Human Trafficking Grantees Only) | TIMS is designed to assist OVC Human Trafficking grantees in gathering, recording, analyzing, and reporting data. Trax Documents | BJA |
BJA's Trax documents are macro-enabled spreadsheets that assist grantees in collecting data on a daily or weekly basis. The Trax documents automatically aggregate data for easier reporting in the PMT. Trax documents are currently only available for the following programs: BWC, HT ECM, JAG, PSN, SAKI, and SPI. Trax documents are posted in the BJA PMT for grantees to download. Please log into your account to access these documents. |
