Abstract
A COMMUNITY BASED TECHNICAL ASSISTANCE TEAM HAS DIVIDED ITS TIME AND RESOURCES BETWEEN THE DEVELOPMENT OF A PLANNING SYSTEM AT THE LOCAL LEVEL AND AN IMMEDIATE IMPACT PROGRAM TO ASSIST IN CRITICAL PROBLEM AREAS PRIOR TO THE DEVELOPMENT OF A COMPUTERIZED PLANNING METHODOLOGY.
