This report summarizes the International Terrorism Victim Expense Reimbursement Program's (ITVERP's) activities during the reporting period of September 1, 2011, through September 10, 2012.
This report covers the following two main areas of ITVERP assistance: 1) Application processing and claims payment; and 2) Public awareness activities undertaken to reach out to potential claimants. The report concludes with a discussion of future program needs and improvements. ITVERP completed reimbursement of 32 claims received from Foreign Service Nationals who were victimized by the August 7, 1998, bombings of the U.S. Embassy in Nairobi, Kenya. ITVERP established points of contact with all branches of the U.S. Military and their respective benefits offices to assist in determining collateral source coverage for military victims and surviving family members. Outreach was conducted to just over 300 individuals and 30 government and non-government organizations. ITVERP trained approximately 10 contact staff in claims support processing in the case of a large terrorist incident. They are available to provide additional coverage and ongoing support to ITVERP program staff. Through its internal audit practices, ITVERP identified an overpayment made to a claimant based on a debt owed at the time of reimbursement that was later waived. ITVERP obtained a full reimbursement of $24,354. Although there have been significant achievements since ITVERP began, the Office for Victims of Crime (OVC) must ensure that resources continue to be readily and easily accessible to victims and their families. During the past year, OVC obtained information that will guide future improvements to ITVERP. Improvements envisioned are a more robust data management system and enhancement for service delivery to victims by providing greater transparency for the claims process. 11 exhibits
