This paper describes the process followed by the American Prosecutors Research Institute (APRI) in designing and developing a prosecution activities data collection system to be used in conjunction with the Weed and Seed drug law enforcement program.

Abstract

The primary goal of APRI was to design a data collection system that could measure prosecution-based activities of Weed and Seed programs on local district attorney's offices in each of 19 sites, using a computerized data collection system. Specifically, data collected by the system will provide preliminary benchmarks of program activities, help prosecutors assess the link between proposed strategies and eventual outcomes, and be used in comparisons with pre-implementation enforcement and prosecution efforts. The primary and secondary steps leading to implementation of the prosecution information system included definition of a Weed and Seed case, a needs assessment, system design activities, manual and computerized data collection, and development of data collection products. 3 appendixes
