DESCRIPTION OF THIS YEAR-ROUND NON-RESIDENTIAL EDUCATIONAL AND BEHAVIOR MODIFICATION PROGRAM FOR FIFTEEN TO EIGHTEEN YEAR OLD SCHOOL DROPOUTS, MOST OF WHOM HAVE BEEN ADJUDICATED DELINQUENT.
Abstract
YOUTHS REFERRED TO THE INSTITUTE BY THE STATE DIVISION OF YOUTH SERVICES OR BY THE LOCAL COURTS PARTICIPATE IN A SIX TO NINE MONTH PROGRAM OF MARINE-RELATED, ACTIVITY ORIENTED SUBJECTS, INCLUDING SEAMANSHIP, DIVING, AND OCEAN SCIENCES, AND THE BASIC EDUCATIONAL NECESSITIES OF READING, WRITING, AND MATH. HIGH SCHOOL CREDITS ARE EARNED THROUGH THE ADULT EDUCATION PROGRAMS OF THE RESPECTIVE COUNTIES. THE PROGRAM ATTEMPTS TO CHANGE THE BEHAVIOR PATTERNS OF YOUNG PEOPLE TO ELIMINATE OR REDUCE RECIDIVISM BY USING THE OCEAN ENVIRONMENT, A STRUCTURED REWARD SYSTEM, 'REALITY THERAPY' COUNSELING AND INVOLVEMENT TECHNIQUES, AND INDIVIDUALIZED 'SUCCESS' CRITERIA BASED ON 'GOAL ATTAINMENT SCALING'. THE EXEMPLARY PROJECT CRITERIA ACHIEVEMENT, REPLICABILITY, MEASURABILITY, EFFICIENCY, AND ACCESSIBILITY OF THE PROGRAM ARE DISCUSSED AND FAVORABLY REPORTED. ATTACHED TO THIS REPORT ARE COPIES OF NEWS AND FEATURE ARTICLES ON THE PROJECT, CASE STUDIES OF PROGRAM PARTICIPANTS, LETTERS FROM PARENTS OF PROGRAM PARTICIPANTS, AND A COPY OF THE CONTRACT BETWEEN THE FLORIDA OCEAN SCIENCES INSTITUTE, INCORPORATED AND THE FLORIDA DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES, DIVISION OF YOUTH SERVICES.
