REPORT ON TECHNICAL ASSISTANCE RENDERED IN AN EFFORT TO ESTABLISH AN EFFECTIVE AND PROGRESSIVE DISCIPLINARY PROGRAM IN THE POLICE DEPARTMENT OF THE SMALL AND AFFLUENT RESIDENTIAL COMMUNITY OF ATHERTON (CA).
Abstract
THE DEPARTMENT CURRENTLY HANDLES COMPLAINTS AND DISCIPLINARY INCIDENCES ON AN INFORMAL AD HOC BASIS. ON-SITE ASSISTANCE WAS PROVIDED DURING THE WEEK OF SEPTEMBER 13, 1976. DURING THIS TIME, THE CONSULTANT INTERVIEWED THE CHIEF OF POLICE, A POLICE LIEUTENANT, AN ADMINISTRATIVE ASSISTANT TO THE CITY MANAGER, AND THE CITY ATTORNEY. RECOMMENDATIONS INCLUDE DESIGN AND IMPLEMENTATION OF A PERSONNEL EVALUATION SYSTEM; USE OF A PROBATIONARY WORK PERIOD AS THE FINAL STAGE IN THE PERSONNEL SELECTION PROCESS; AND PREPARATION OF A WRITTEN MANUAL OF POLICY AND PROCEDURE DIRECTIVES AS WELL AS WRITTEN RULES OF POLICE CONDUCT AND THE HANDLING OF CITIZEN COMPLAINTS. APPENDIXES CONTAIN PROPOSED PROCEDURE FOR CITIZEN COMPLAINTS, A LIST OF PROTOTYPE RULES OF CONDUCT, PRESENT CITIZEN COMPLAINT PROCEDURES, CALIFORNIA LAW DELINEATING THE RIGHTS OF PUBLIC SAFETY OFFICERS, AND AN OUTLINE FOR THE PROPOSED MANUAL.
