A REVIEW OF THE CORRECT NEW JERSEY COURT SYSTEM AND PLANS FOR IMPROVING SPECIFIC ASPECTS OF COURT STRUCTURE, THE JUDICIARY, COURT PERSONNEL, FACILITIES, FINANCING, COURT MANAGEMENT, CALENDARING, AND PROBATION.
Abstract
INCLUDED IN THE RECOMMENDATIONS PRESENTED IN THIS REPORT ARE SUGGESTIONS TO ABOLISH COUNTY COURTS AND INCORPORATE THEIR JURISDICTION INTO THE SUPERIOR COURT, TO ESTABLISH A FAMILY COURT, AND TO ABOLISH MUNICIPAL COURTS WHILE EXPANDING COUNTY DISTRICT COURTS. IT IS ALSO RECOMMENDED THAT NEW METHODS FOR INCREASING THE NUMBER OF JUDGESHIPS BE DEVELOPED, THAT MODIFICATIONS OF THE PRESENT JUDICIAL APPOINTMENT PROCEDURES BE INSTITUTED, THAT MORE EFFICIENT JUDICIAL CENSURE AND REMOVAL PROCESSES BE IMPLEMENTED, AND THAT SALARIES AND PENSIONS BE IMPROVED. SUGGESTIONS ON INCREASING AND IMPROVING SUPPLEMENTARY PERSONNEL AND COURT FACILITIES ARE ALSO PROVIDED. THE AUTHOR STATES THAT ALL THE COURTS OF THE STATE SHOULD BE WHOLLY FINANCED BY STATE APPROPRIATIONS AND THAT MODERN MANAGEMENT TECHNIQUES SHOULD BE INSTITUTED IN THE COURTS. SEVERAL NORMS AND PRIORITIES FOR CASE SCHEDULING ARE PRESENTED, AND A RECOMMENDATION FOR THE ESTABLISHMENT OF NEIGHBORHOOD PROBATION CENTERS IS OFFERED.
