Abstract
This paper reports on the initial phase of work of the Centers for Disease Control and Prevention's (CDC's) Expert Panel on Protective Factors for Youth Violence Prevention. The Panel was convened to "review and advance the status of etiologic and prevention research on direct protective and buffering protective factors for youth violence prevention." The report begins with an overview on the status of youth violence in this country and discusses current research efforts aimed at understanding youth perpetration of serious violence. This research focuses on identifying factors that affect levels of youth violence. The initial work of the CDC Expert Panel was to conduct a review of the research on direct protective factors and to consider options for novel analyses of existing data. The panel of experts, made up of youth violence researchers from five universities, conducted the review and analyzed the research results. These efforts resulted in four analytic papers that discuss issues such as trends, issues, and inconsistencies in the definition, measurement, and analysis of direct protective and buffering protective effects, as well as a concise synopsis regarding the methods used to align and carry out the analytic work.
