This manual presents the content and instructor's guidelines for use in training law enforcement personnel regarding the use of oleoresin capsicum (OC), a nonlethal chemical agent derived from cayenne or chili peppers, used as a form of nonlethal force.
Abstract
Training in the use of chemical agents requires approximately 4-6 hours, and trainers can be trained in 2 days. The outline details the history of chemical agents, policies and procedures for the use of chemical agents in law enforcement, levels of force used by police, the intended effects of OC, delivery systems for spraying OC, its intended effects, first aid procedures, and recent research. A lesson plan developed for one police agency is also provided and contains a content outline and suggestions for instructors
