THIS EXPERIMENTAL PROGRAM INVOLVED UTILIZING SECTOR TEAMS AS THE BASIC OPERATIONAL UNITS WITHIN A POLICE DISTRICT TO PROVIDE ALL POLICE SERVICES WITHIN THEIR CAPABILITIES, EXCEPT HOMICIDE INVESTIGATIONS.
Abstract
THIS REPORT GIVES AN OVERVIEW OF THE COMMUNITY SECTOR TEAM POLICING PROGRAM AND ITS ANCILLARY ACTIVITIES, DISCUSSES ACTIVITIES AND PLANS RELEVANT TO THE PROGRAM'S FUTURE IN CINCINNATI (OH), AND PRESENTS DETAILS ON INTERNAL MONITORING AND EVALUATION MATERIALS PERTINENT TO COMMUNITY SECTOR TEAM POLICING. THE PROGRAM EVALUATION CRITERIA INCLUDED COMPLETENESS AND QUALITY OF SERVICE, INVESTIGATIVE EFFECTIVENESS, POLICE OFFICER MORALE, AND CITIZEN INVOLVEMENT. THE SIX SECTOR TEAMS HANDLED SLIGHTLY OVER 90 PERCENT OF THEIR OWN CALLS (THE PROGRAM GOAL) REQUIRING CROSSOVERS (THE HANDLING OF CALLS BY CARS ASSIGNED TO ANOTHER SECTOR) FOR ABOUT TEN PERCENT. THE EVALUATION OF INVESTIGATIVE EFFECTIVENESS INVOLVED A COMPARATIVE ANALYSIS OF THE THREE INVESTIGATIVE MODELS IN OPERATION IN CINCINNATI - SECTOR TEAM POLICING, ONE SPECIALIZED INVESTIGATIVE UNIT OPERATING WITHIN A DECENTRALIZED DISTRICT, AND CENTRALIZED INVESTIGATION, (THE STANDARD MODE OF INVESTIGATION INVOLVING SPECIALIZED SUB-UNITS FOR DRUGS, VICE, BURGLARY, ETC.). THE TEAM POLICING MODEL SHOWED THE BEST OVERALL LEVEL OF EFFECTIVENESS. ALTHOUGH THE CLEARANCE RATE FOR CASES REQUIRING INVESTIGATIVE FOLLOW-UP WAS HIGHEST IN THE DECENTRALIZED DISTRICT. CITIZEN INVOLVEMENT (AS MEASURED BY ATTENDANCE AT SECTOR MEETINGS) DECREASED AS A RESULT OF TEAM POLICING. OFFICER MORALE (AS MEASURED BY CITIZEN COMPLAINTS AND SICK LEAVE TAKEN) SHOWED A SLIGHT INCREASE. REPORTED INDEX CRIMES DECLINED 7.5 PERCENT IN THE SECTOR TEAM POLICING DISTRICT, WHILE THE REMAINDER OF THE CITY EXPERIENCED A 5.5 PERCENT INCREASE. ATTACHMENTS TO THIS REPORT INCLUDE ORGANIZATIONAL CHARTS OF THE CINCINNATI POLICE DIVISION.
