THIS PLAN ANALYZES FEDERAL AND STATE STATUTES THAT INSURE THE CONFIDENTIALITY OF CRIMINAL JUSTICE INFORMATION, AND PRESENTS A PLAN TO INSURE THE SECURITY AND PRIVACY OF THE IMPACT CITIES PLANNING AND EVALUATION PROGRAM.
Abstract
THE CLEVELAND IMPACT CITIES PROGRAM ENCOMPASSES 25 PROJECTS IN FIVE MAJOR OPERATING PROGRAM AREAS, EACH REQUIRING DATA PERMITTING MEASUREMENT OF THE EFFECTIVENESS AND EFFICIENCY OF EACH PROJECT. GIVEN THE SCOPE OF THE EVALUATION SYSTEM, PARTICULARLY ITS COMPUTERIZED CHARACTERISTICS, IT IS EXPECTED THAT SPECIAL PROBLEMS MAY ARISE CONCERNING CONFIDENTIALITY. FEDERAL GUIDELINES AND STANDARDS APPLICABLE TO THE SECURITY AND PRIVACY OF THE EVALUATION SYSTEM ARE DISCUSSED, AND A PLAN IS OUTLINED TO INSURE THE SECURITY AND PRIVACY OF THE EVALUATION SYSTEM. THE SCOPE OF THE FILES, ACCESS AND DISSEMINATION, THE DATA COLLECTION SUBSYSTEM, THE DATA ANALYSIS SUBSYSTEM, AND THE INTEPRETIVE REPORTING SUBSYSTEM ARE SINGLED OUT FOR SECURITY AND PRIVACY CONTROLS.
