RESULTS OF THE FIRST NINETY DAYS OF THE PROJECT APPRAISAL PROCESS AND DEVELOPMENT OF THE STRATEGY TO BE UTILIZED.
Abstract
THE NARCOTICS PROJECTS BEING EVALUATED ARE IN ALAMEDA, CONTRA COSTA AND SANTA CLARA COUNTIES, CALIFORNIA. THEIR PRIMARY OBJECTIVES INCLUDED RATING THE EFFECT OF PROJECT COORDINATION ON THREE DIFFERENT AREAS - ACCOMPLISHING PROJECT OBJECTIVES, IMPROVING RESOURCE UTILIZATION, AND IMPROVING CLIENT SERVICES. OTHER OBJECTIVES WERE TO EVALUATE THE RESULTS OF THE ACTION-ORIENTED COMPONENTS IN REDUCING DRUG ABUSE AND DIVERTING ABUSERS FROM THE CRIMINAL JUSTICE SYSTEM, AND TO ANALYZE THE EVALUATION CRITERIA DESIGNED FOR EACH PROJECT AND COMPONENT. THE MEASUREMENT CRITERIA DEVELOPED TO ASSESS THE ACHIEVEMENT OF THESE OBJECTIVES ARE DISCUSSED. THE METHODOLOGY BEING USED TO IMPLEMENT THE EVALUATION STRATEGY IS ALSO EXPLAINED. DATA SOURCES, DATA INSTRUMENTS, AND PROCEDURES FOR DATA COLLECTION ARE PRESENTED, TOGETHER WITH THE SCHEDULE FOR DATA COLLECTION AND ANALYSIS, AND FINAL REPORT PREPARATION. THE EVALUATION STRATEGY WAS PRETESTED IN ALAMEDA COUNTY TO PROVE THE METHODOLOGY, AND THE TESTS ARE INCLUDED. PRELIMINARY FINDINGS ON INDIVIDUAL PROJECT ACHIEVEMENT ARE ALSO PRESENTED.
