THIS COMMITTEE IS THE POLICY MAKING AND ADMINISTRATIVE UNIT FOR FIVE UNDERCOVER NARCOTICS SQUADS SERVING VARIOUS REGIONS OF THE STATE.
Abstract
THIS REPORT EVALUATES THE SUCCESS OF THE STATEWIDE ENFORCEMENT COORDINATING COMMITTEE (S.E.C.C.) AND THE REGIONAL CRIME SQUADS IN MAKING CASES ON LARGER VOLUME DEALERS AND PROVIDING UNDERCOVER INVESTIGATIVE ASSISTANCE TO THE LOCAL POLICE. DESCRIBED ARE THE HISTORY, STRUCTURE, ORGANIZATION, ACTIVITIES, AND SYSTEM IMPACT OF THE SQUADS AND THE S.E.C.C. EVALUATORS CONCLUDED THAT THE SUCCESS OF S.E.C.C. AND THE CRIME SQUADS IN PROVIDING SERVICE TO LOCAL POLICE WAS GREATER THAN THEIR ATTEMPTS TO ATTACK LARGER VOLUME DEALERS. IN ADDITION, THERE WAS SOME INDICATION THAT S.E.C.C. HAD IMPROVED THE ADMINISTRATION OF SQUAD SERVICE (INFORMATION DISSEMINATION) BUT NOT ACTUAL DELIVERY OF SERVICE TO THE LOCAL TOWNS. AN ASSESSMENT OF THE COURT'S HANDLING OF SQUAD CASES SUGGESTED THAT THE SENTENCING PATTERN OF THE COURT SEVERELY REDUCES THE POTENTIAL IMPACT OF SQUAD EFFORTS. IT WAS RECOMMENDED THAT, SINCE S.E.C.C.'S INABILITY TO SIGNIFICANTLY IMPROVE SERVICE OR PRODUCTION COULD BE ATTRIBUTED TO CONFLICTING GOALS AND LACK OF SUFFICIENT MANPOWER, THE ROLE OF THE CRIME SQUADS SHOULD BE ADJUSTED TO BE EITHER ELITE DRUG UNITS OR REGIONAL SERVICE UNITS, BUT NOT BOTH. THIS REPORT IS ONE OF TWO REPORTS WHICH COMPRISE THE S.E.C.C. EVALUATION. A DETAILED SUMMARY OF THE FINDINGS OF THE FIRST REPORT, WHICH ADDRESSED THE EXTENT TO WHICH S.E.C.C. HAD ACCOMPLISHED ITS SYSTEM CONSTRUCTION GOALS AS OF AUGUST 1973, IS ENCLOSED IN THE APPENDIX. ALSO INCLUDED ARE A COPY OF THE S.E.C.C. BY-LAWS, THE CODE BOOK FOR S.E.C.C., AND A COPY OF THE LOCAL POLICE CHIEF INTERVIEW SCHEDULE USED IN THIS EVALUATION.
