This second of two documents in the National Institute of Corrections' Core Competencies Project focuses on the leadership capabilities and skills needed by law enforcement managers and supervisors.
Abstract
The first chapter presents the managerial profiles developed by the Core Competencies Project for each level of correctional leader: executives, senior-level leaders, managers, and supervisors. The next chapter addresses the importance of ethics and values for correctional managers and supervisors, followed by a chapter on the role of interpersonal relationships in management. After summarizing why the ability to establish and maintain effective interpersonal relationships is important for managers and supervisors, the chapter focuses on four aspects of that ability: empathy, social responsibility, relationship networks, and the use of communications technology to build interpersonal relationships. Chapter four considers the role of communication in the daily responsibilities of correction managers and supervisors. Other chapters each address a capability or skill needed by correctional managers and supervisors in performing their responsibilities effectively. They include motivating others, developing employees who report directly to managers/supervisors, managing conflict, team building, collaboration, problem solving and decisionmaking, strategic thinking, managing change, and program planning and performance assessment. The final chapter presents an overview of the sanctioning philosophies under which criminal justice systems operate, and it describes a systems approach to criminal justice operations that aligns the goals of individual agencies with the overall goals and philosophy of the system as a whole. 47 exhibits and chapter resource lists and appendixes with practical supplementary information
