RESEARCH REPORTS ARE DESCRIBED, PRINCIPAL CLAIMS PUT FORTH AND EVALUATED, AND METHODS USED AND RESULTS OBTAINED ARE APPRAISED.
Abstract
RESEARCH REPORTS EVALUATED ARE CONCERNED WITH PERFORMANCE TRENDS AMONG OFFENDERS RELEASED FROM THE D.C. YOUTH CENTER AND THE COMMUNITY TREATMENT CENTER. IN GENERAL THE SAMPLE SIZES WERE ADEQUATE AND THE LENGTH OF TIME FOR FOLLOW-UP WAS ADEQUATE, BUT OFTEN THE DATA WAS NOT PRESENTED WITH SUFFICIENT DETAIL OR CLARITY. THE DEFINITION OF FAILURE ON RELEASE IS IMPRECISE AND IS REPEATEDLY SWITCHED WHEN COMPARING JURISDICTIONS. THE DEGREE OF FOLLOW-UP WAS ALSO SWITCHED WHEN COMPARING JURISDICTIONS. THIS SURVEY CONCLUDED THAT THE CLAIMS MADE IN THE RESEARCH REPORTS ARE FREQUENTLY CONTRADICTED BY THE DATA PRESENTED. ONE SUCH CLAIM - THAT THE DISTRICT FARES BETTER THAN OTHER JURISDICTIONS - IS SAID TO BE UNSUBSTANTIATED BY THE DATA USED.
