This publication provides guidelines to develop and implement a Veterans' Treatment Court (VTC).
Abstract
Described are step-by-step procedures to begin, implement, and run a VTC. There is no statutory formula specifying what is required to constitute a Veterans' Treatment Court. This publication is only meant to outline some of the best practices and procedures that were followed while developing the Ingham County Veterans' Treatment Court, and which may, if used, aid in the creation of other county courts. Contents of this guide include: the need for VTCs; what VTCs are; program planning, including eligibility, referral, screening, admission, and discharge; program requirements, such as assessment, treatment, substance abuse testing, program and phase length, and incentives and sanctions; assessment of specific needs, such as capacity, community resources, and staffing; mentoring programs; evaluation; funding; drafting the Memorandum of Understanding (MOU); and drafting Local Administrative Orders (LAOs). Appendixes include samples of Order for Establishment of a Veterans' Treatment Court, program phase outline, veteran welcome letter, consent agreement, participant pledge, and sanctions and incentives.
