THE DEVELOPMENT AND DISSEMINATION OF INFORMATION ON ADVANCED TRAFFIC ADJUCATION TECHNIQUES IS REPORTED.
Abstract
TO ACCOMPLISH CONTRACTED OBJECTIVES, CORRESPONDENCE WAS INITIATED WITH VARIOUS STATES REQUESTING INFORMATION ON THEIR ADJUDICATION PRACTICES AND OFFERING THEM TECHNICAL ASSISTANCE IN THIS AREA. A RESOURCE LIST OF NATIONAL EXPERTS IN THE AREA OF HIGHWAY TRAFFIC SAFETY, PARTICULARLY IN TRAFFIC ADJUDICATION, WAS COMPILED, AND A GREAT DEAL OF INFORMATION ON ADVANCED TRAFFIC ADJUDICATION AND RELEVANT MATTERS WAS OBAINED. A PRIMER, 'NEW TRENDS IN ADVANCED ADJUDICATION TECHNIQUES', WAS PUBLISHED IN 1976 AND HAS RECEIVED WIDE DISTRIBUTION. THE PRIMER CONTAINS INFORMATIONS ON DECRIMINALIZATION OF TRAFFIC OFFENSES, AN EXAMINATION OF IMPLICATIONS OF RECENT COURT DECISIONS ON ADJUDICATION OF TRAFFIC OFFENSES, AND PROCEDURES FOR THE IMPLEMENTATION OF ADVANCED TRAFFIC ADJUDICATION TECHNIQUES. THREE MULTISTAT WORKSHOPS WERE HELD DURING 1975 FOR STATE LAW ENFORCEMENT, COURT, AND LEGISLATIVE PERSONNEL AND OTHER STATE AND LOCAL OFFICIALS. STATES REPRESENTED AT THESE WORKSHOPS INCLUDED OREGON, WASHINGTON, AND ALASKA; KENTUCKY, MARYLAND, AND THE DISTRICT OF COLUMBIA; AND IOWA, KANSAS, AND MISSOURI. REPRESENTATIVES FROM ALL THREE WORKSHOPS INDICATED THAT THEY HAD FOUND THE EXPERIENCE HIGHLY USEFUL TO THEIR GROUPS AND THAT THE INFORMATON AND TECNHIQUES GAINED WOULD BE PUT TO USE IN THEIR STATES. SIX ISSUES OF A TRAFFIC ADJUDICATION NEWSLETTER WERE SENT OUT BETWEEN MAY 1975 AND JUNE 1976. WHILE THE VARIOUS PROJECTS UNDERTAKEN HAVE GENERATED INTEREST AND ENTHUSIASM AMONG PARTICIPANTS, NONE OF THE STATES PARTICIPATING IN THE WORKSHOPS HAS YET MADE SIGNIFICANT CHANGES IN ITS TRAFFIC ADJUDICATION SYSTEM. CONTINUED DISTRIBUTION OF THE TRAFFIC ADJUDICATION PRIMER AND AT LEAST QUARTERLY PUBLICATION OF AN ADJUDICATION NEWSLETTER ARE RECOMMENDED. SINGLE-STATE CONFERENCES SHOULD BE CONDUCTED TO DETERMINE WHETHER THEY ARE MORE PRODUCTIVE THAN THE MULTISTATE FORMAT. APPENDIXES INCLUDE A SAMPLE WORKSHOP AGENDA AND REPRODUCTIONS OF THREE ISSUES OF THE NEWSLETTER. (JAP)
