Abstract
This publication from the National Institute of Corrections is intended for use by jail administrators, law enforcement personnel, public officials, and others working in the criminal justice system, for planning for crises, emergencies, and natural disasters and developing appropriate response capacities for coping with these events as they affect correctional facilities. This guide is divided into six sections that contain self-audit checklists, information on resource materials, and case studies highlighting the need for emergency preparedness in jails. Section 1 examines which jails will benefit from the self-audit materials, and discusses the development of this guide. Section 2 discusses the purpose and philosophy of auditing and presents specific information and recommendations about who should conduct an audit, when to conduct it, and how that should be done. Sections 3 and 4 present self-audit checklists for smaller jails and larger jails, respectively, while Section 5 includes three papers that cover leadership issues during crises, prevention of jail emergencies, and emergency teams needed for responding to jail emergencies. Section 6 presents case studies illustrating how jails have responded to a variety of emergency and crisis situations. Exhibits
