THE DESIGN OF THE PROGRAM IS EXPLAINED, WITH ATTENTION TO SUCH DETAILS AS DEFINING THE PROBLEM AREA, DELINEATING GROUPS OF INDIVIDUALS MOST LIKELY TO ENGAGE IN CRIMINAL ACTS, AND DETERMINING AREAS LIKELY TO BE SETTINGS FOR CRIME. INCLUDED IS A DESCRIPTION OF HOW THE HIGH IMPACT PROGRAM WILL BE DEVELOPED, IMPLEMENTED, AND EVALUATED.
