Abstract
THE MANUAL IS ONE OF 18 DESIGNED TO SUPPLEMENT THE HIGHWAY SAFETY PROGRAM STANDARDS. THE PURPOSE OF THE POLICE TRAFFIC SERVICES ASPECT OF THE PROGRAM IS TO REDUCE THE NUMBER OF TRAFFIC COLLISIONS AND TO MINIMIZE THE ADVERSE CONSEQUENCES OF COLLISIONS THROUGH IMPROVEMENT OF POLICE TRAFFIC SERVICES. THE MANUAL COVERS THE PURPOSE AND OBJECTIVES OF THE POLICE TRAFFIC SERVICES PROGRAM, THE AUTHORITY UNDER WHICH THE PROGRAM OPERATES, GENERAL POLICIES SUBSCRIBED TO BY THE U.S. DEPARTMENT OF TRANSPORTATION WITH REGARD TO POLICE TRAFFIC SERVICES, PROGRAM DEVELOPMENT AND OPERATIONS, PROGRAM EVALUATION, REPORTING REQUIREMENTS, LOCAL GOVERNMENT PARTICIPATION, AND CRITERIA USED BY THE NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION IN FUNDING POLICE TRAFFIC SERVICES PROJECTS. THE SECTION ON PROGRAM DEVELOPMENT AND OPERATIONS OFFERS GUIDELINES ON POLICE TRAINING, TRAFFIC LAW ENFORCEMENT, TRAFFIC DIRECTION AND CONTROL, ACCIDENT INVESTIGATION, THE REPORTING OF HAZARDOUS CONDITIONS, AND RELATED POLICE TRAFFIC SERVICES.
