Abstract
ALSO DISCUSSED IS A PROGRAM FOR PENAL REFORM BASED ON THE FOLLOWING FOUR ELEMENTS: 'MAKING CRIMINAL JUSTICE LESS HEAVY-HANDED,' DEALING WITH OFFENDERS IN THEIR OWN COMMUNITY, IMPROVING PRISON CONDITIONS, AND INCREASING PUBLIC UNDERSTANDING OF PRISON AND PRISONERS. IN ADDITION, THE SUBJECTS STUDIED BY LEAGUE WORKING PARTIES, INCLUDING THE ADJUDICATORY FUNCTION OF BOARDS OF VISITORS AND PRISON ISOLATION FROM THE COMMUNITY, ARE MENTIONED BRIEFLY. THE GENERAL FINANCIAL STATUS OF THE LEAGUE, INCLUDING INCOME AND EXPENDITURE DETAILS, IS ALSO CONSIDERED.
