This fact sheet provides an overview of the Federal Juvenile Justice and Delinquency Prevention Act and the Iowa Jail Removal Law and provisions for monitoring compliance.
Abstract
The Federal Act calls for deinstitutionalization of status offenders, sight and sound separation of juvenile from adult offenders, and a prohibition against detention of juveniles in jails and lockups. The State law specifies eligibility criteria that must be met for the detention of juveniles age 14 or older in adult jails and lockups. Issues related to these laws are addressed in a question-and-answer format. A juvenile detention checklist and glossary are included.
