This document from the U.S. Department of Justice is the second edition of Law Enforcement Analytic Standards developed as a result of the National Criminal Intelligence Sharing Plan.
The Law Enforcement Analytic Standards were developed by the International Association of Law Enforcement Intelligence Analysts in response to recommendations in the National Criminal Intelligence Sharing Plan. This second edition of the Standards reflects current progress towards institutionalizing the role of intelligence analysts to the planning, intelligence, and investigative activities of law enforcement agencies. The Standards describe management's role in shaping the work environment of intelligence analysts. Along with a discussion on the role of analyst managers, the document contains four main sections examining standards for analysts, standards for analytical processes, standards for analytical products, and analytic product formats. The standards for analysts cover analytic attributes, education, basic training, continuing education and advanced training, professional development, certification, professional liaison, and leadership. The standards for analytical processes cover planning and direction, collection and follow-up, evaluation, collation, computer-aided analysis, analytic outcomes, and dissemination plans. The standards for analytical products cover analytic accuracy and analytic product content. The final section, analytic product format, covers the analytic report, data source attribution, analytic feedback and product evaluation, presentations, testimony, and legal considerations.
