THIS UPDATE REPORT INDICATES PROJECT IMPROVEMENTS MADE SINCE THE APRIL 30, 1974 EVALUATION REPORT FOR THIS PROGRAM WHICH OFFERS INMATE TRAINING AND COUNSELING, STAFF TRAINING AND JOB PLACEMENT FOR INMATES.
Abstract
SINCE THE FINAL EVALUATION REPORT, IT WAS LEARNED THAT THE PROGRAM WOULD BE TERMINATED ON JULY 15, 1974. CONCERN WAS EXPRESSED BY THE EVALUATORS ABOUT THE IMPACT THIS WOULD HAVE ON INMATES, SINCE WITHOUT SUCH A PROGRAM THEY MAY REVERT TO PASSING TIME IDLY IN THEIR CELL BLOCKS. IT WAS FOUND THAT THE MAJOR PROGRAM WEAKNESSES NOTED IN THE EVALUATION REPORT AND GENERALLY BEEN CORRECTED. AMONG THESE IMPROVEMENTS WERE THE ADDITION OF A CAPABLE JOB DEVELOPER, ORGANIZATION OF RECORD-KEEPING. THE ADDITION OF A PROGRAM COUNSELOR, AND THE ACQUISITION OF EQUIPMENT FOR THE CULINARY ARTS AND WOODWORKING TRAINING PROGRAMS. THE EVALUATORS RECOMMEND THAT THE LUZERNE COUNTY COMMISSIONERS, THE GOVERNOR'S JUSTICE COMMISSION, AND THE CONTRACTOR REEXAMINE THEIR DECISION NOT TO REFUND THE PROJECT.
