THIS ARTICLE BRIEFLY OUTLINES THE DEVELOPMENT OF THE FBI MANAGEMENT APTITUDE PROGRAM (MAP), REVIEWS THE ASSESSMENT METHODS EMPLOYED IN MAP, AND DESCRIBES THE THREE PHASES OF THE MAP PROGRAM HELD AT THE FBI ACADEMY AT QUANTICO.
Abstract

THIS PROGRAM WAS DESIGNED TO PROVIDE INFORMATION FOR IDENTIFYING PERSONNEL AND, THEREAFTER, TO CREATE A RESEVOIR OF POTENTIAL SUPERVISORS FOR MANAGEMENT'S CONSIDERATION IN MEETING FUTURE NEEDS. FEATURES OF THE FBI MAP INCLUDE: 1) ASSESSMENT ON BEHAVIOR DIMENSIONS WHICH ARE ESTABLISHED THROUGH ANALYSIS OF RELEVANT JOB BEHAVIORS; 2) USE OF SIMULATIONS AS EXERCISES; 3) USE OF MULTIPLE ASSESSMENT EXERCISES; 4) USE OF MULTIPLE ASSESSORS; 5) DISTINGUISHING BEHAVIOR OBSERVATION FROM BEHAVIOR EVALUATION; AND 6) THE POOLING OF JUDGEMENTS AS THE FINAL BASIS FOR EVALUATION. THE MAP PROGRAM UTILIZES SUCH EXERCISES AS LEADERLESS GROUP DISCUSSIONS, SIMULATED MANAGEMENT MEETINGS AND PRESS CONFERENCES, INTERVIEW SIMULATION, PROBLEM ANALYSES, AND IN-BASKET EXERCISES. THE TRAINING OF MAP ASSESSORS IS DESCRIBED. THE THREE PHASES OF THE MAP PROGRAM - ASSESSMENT, SUPERVISORY TRAINING, AND THE FEEDBACK PROCESS - ARE THEN OUTLINED. RESULTS OF THE MAP PROGRAM DURING THE FIRST YEAR OF OPERATION ARE REVIEWED, AND COMMENTS OF PROGRAM PARTICIPANTS ARE REPRINTED.
