The manual includes demographic information on Montgomery County, Md.; the Montgomery Courty Police Department's system of managing criminal investigations; and discussions of police-prosecutor relations and monitoring and evaluation of the investigation system.
Abstract
The system involves initial investigation, case screening, and managing the continued investigation. The system emphasizes the increased participation by patrol personnel in compiling sufficient comprehensive information as a basis for a more indepth investigation later on. In addition, a formal case screening system to remove unsolvable cases from the investigative process is recommended. The management of cases must be structured so that further investigation can be conducted successfully. A police-prosecutor program is encouraged to enhance investigation efforts and to ensure prosecutorial success. Finally, a monitoring and evaluation system focusing on the program structured by the manual. Conference participants represented approximately 46 police departments located in 6 jurisdictions. Over 100 exhibits and tables are included.
