REPORT CONTAINS SUGGESTIONS FOR REDUCING THE BACKLOG AND DELAY IN THE MASSACHUSETTS COURT SYSTEM.
Abstract
A MAJOR CONCERN HAS BEEN THE OPERATIONS OF THE SUPERIOR COURTS OF THE STATE, WHICH HAVE THE MOST SERIOUS BACKLOG PROBLEMS. ONE OF THE SUGGESTED MEANS OF RELIEVING THE WORKLOAD OF THESE COURTS IS TO INCREASE THE JURISDICTION OF THE STATE'S DISTRICT COURTS. RECOMMENDATIONS COULD BE CARRIED OUT BY RELYING ON EXISTING JUDICIAL REPORTS ON ON-BENCH TIME, AND BY USING ON-SITE OBSERVATIONS. THE STUDY RECOMMENDS THE SAMPLE COURTS. SAMPLE DAILY ACTIVITY SHEETS ARE INCLUDED WHICH INVESTIGATORS CAN USE FOR GATHERING INFORMATION FOR MAKING LATER JUDGMENTS....BS
