Based on an analysis of more than 2,500 documents on drug law enforcement operations, this bulletin describes lessons that should be learned from mistakes made in many of these operations.
Abstract
The lessons are presented under various categories of drug law enforcement operations. Subject categories include surface reconnaissance, surface surveillance, surface transportation support aerial reconnaissance, aerial surveillance, aerial transportation support, ground radar support, cargo inspection, training program, and aerial photo reconnaissance. Lessons are also drawn for administrative, information, data processing, log, and maintenance support, as well as engineer support. Remaining issues discussed by the bulletin are logistics and counterdrug battlefield area evaluation, threat evaluation, and threat integration. Under each operational category, the bulletin describes several relevant operations and the mistakes that undermined the effectiveness of each operation. A listing of remedial steps that should be taken to prevent a recurrence of the mistakes follows each description of an operation. The bulletin concludes with instructions in how to write better after-action reports.
