AN OVERVIEW OF PENAL POLICY AND ADMINISTRATION IN THE NETHERLANDS IS PRESENTED.
Abstract
THE OVERVIEW OPENS WITH A GENERAL DISCUSSION OF IMPRISONMENT UNDER DUTCH CRIMINAL LAW, RESPONSIBILITY FOR ADMINISTERING PRISONS, CLASSIFICATION OF INSTITUTIONS, AND BASIC PRINCIPLES UNDERLYING PENAL POLICY. A SURVEY OF ALL PENAL ESTABLISHMENTS IN THE NETHERLANDS, INCLUDING JAILS (REMAND HOUSES), PRISONS, AND SPECIAL FACILITIES, IS PRESENTED, TOGETHER WITH AN OUTLINE OF THE CRITERIA USED TO CLASSIFY INMATES (SEX, AGE, DURATION OF PUNISHMENT, RECIDIVISM, PERSONALITY, REHABILITATION POTENTIAL, SUITABILITY FOR MIXING WITH OTHER INMATES AND FOR PERFORMING PARTICULAR TYPES OF WORK, AND DEGREE OF SECURITY REQUIRED). THE PENAL SYSTEM'S EMPHASIS ON INDIVIDUALIZED TREATMENT FOR OFFENDERS IS DISCUSSED. MEDICAL PSYCHIATRIC, AND PSYCHOLOGICAL SERVICES FOR INMATES ARE DESCRIBED, AS ARE INMATE SOCIAL, RELIGIOUS, AND VOCATIONAL PROGRAMS. THE RECRUITMENT, SELECTION, AND TRAINING OF PRISON PERSONNEL INCLUDING GUARDS AND ADMINISTRATORS, ARE DISCUSSED. THE PENAL SYSTEM'S POLICY DEVELOPMENT AND RESEARCH FUNCTIONS ARE DESCRIBED, AS ARE ITS PLANS FOR NEW CONSTRUCTION AND RENOVATION OF EXISTING FACILITIES. ALSO INCLUDED ARE NOTES ON INTERNATIONAL ACTIVITIES, AN ORGANIZATIONAL CHART, INMATE AND PERSONNEL STATISTICS, AND A MAP SHOWING THE LOCATION OF DUTCH PENAL INSTITUTIONS. (LKM)
