THE NORTH DAKOTA COMBINED LAW ENFORCEMENT COUNCIL CONDUCTED A LAW ENFORCEMENT MANPOWER SURVEY IN 1975-1976 TO OBTAIN DATA ON EMPLOYEE AND AGENCY CHARACTERISTICS FOR USE IN PLANNING EFFORTS.
Abstract
ALL MUNICIPAL AND COUNTY LAW ENFORCEMENT AGENCIES IN NORTH DAKOTA, THE NORTH DAKOTA HIGHWAY PATROL, AND ALL PEACE OFFICERS IN THE STATE CONSTITUTED THE SURVEY POPULATION. OF 53 COUNTY AGENCIES, 52 RESPONDED TO THE SURVEY; OF 136 KNOWN MUNICIPAL POLICE AGENCIES, 105 RESPONDED; AND OF 1,051 SWORN PEACE OFFICERS, 759 RESPONDED. TWO QUESTIONNAIRES WERE DEVELOPED FOR THE SURVEY. ONE WAS DESIGNED TO OBTAIN MANPOWER INFORMATION FROM EACH LAW ENFORCEMENT AGENCY. THE OTHER WAS DESIGNED TO OBTAIN BIOGRAPHICAL INFORMATION ON PEACE OFFICERS. NARRATIVE AND STATISTICAL INFORMATION OBTAINED IN THE SURVEY ARE PRESENTED WITH REGARD TO STAFFING, MINIMUM ENTRY-LEVEL REQUIREMENTS, RECRUITMENT, TRAINING, PROMOTION, PERFORMANCE APPRAISAL, APPEALS AND GRIEVANCES, BENEFITS, TENURE AND TURNOVER, AND SALARY LEVELS. THE NUMBER OF PEACE OFFICERS PER 1,000 POPULATION IN THE STATE IS CLOSE TO THE NATIONAL AVERAGE FOR URBAN AREAS. IT APPEARS THAT THE TOTAL NUMBER OF SUPERVISOR AND COMMAND POSITIONS IN PROPORTION TO THE NUMBER OF PATROL OFFICERS IS INORDINATELY HIGH IN LOCAL AGENCIES. THE AVERAGE ANNUAL PATROLMAN SALARY FOR THE 55 REPORTING AGENCIES IS $8,715 WHICH IS CONSIDERABLY LOWER THAN THE NATIONAL MEDIAN INCOME OF OVER $10,000. (DEP)
